The silver ring was wrapped around the clutch, keeping saw from starting easily or running smoothly. I have not cut with it, though. I have it listed as for parts only just because don't know much about and haven been through all, but did running. This is a dealer trade-in saw.

After taking the cover off I was able to start it and seems run nice has great compression.
